I have come across an issue today where I was unable to add a site collection reusable template to my desired list/library using Nintex Workflow 2010.
After performing this action a number of times before, the process is typically:
- Create a custom content type (preferably via a Content Type Hub)
- Create the Site Collection Reusable Template
- Add the template (workflow) to a list where you have added your custom content type
On this occasion, I received an error stating There are no workflows available on your site collection or workspace (see below):

I replicated this on a number of environments and Nintex Workflow build versions. It turns out (and please correct me if I’m overlooking another cause/bad approach) that this was due to me disabling all of the built in SharePoint workflows at the site collection level.
If you reactivated any of them (e.g. Three-state workflow), I was then able to successfully add my reusable workflow to my list. After making the connection, I was then able to deactivate the Three-state workflow feature again.
I’ll update if I find any background reasoning for this, but in the meantime – the above appears to be a sufficient work around.
